Discussion of the Corruption Prevention Plan
Astana Venue Management LLP held a meeting to discuss the compliance work plan for 2024 and anti-corruption measures.
D.A. Yakupov, compliance officer, presented the work plan for 2024, developed within the framework of the Anti-Corruption Policy Concept of the Republic of Kazakhstan for 2022–2026, approved by Decree of the President of the Republic of Kazakhstan No. 802 of 2 February 2022.
As part of the awareness-raising work, the main areas of anti-corruption measures at Astana Venue Management LLP for the current year 2024 were presented.
Employees were informed of the results of the compliance service’s work in 2023.
Employees were once again warned to strictly observe the anti-corruption restrictions they have accepted when performing their duties within the Organisation.
One of these restrictions is the prohibition on accepting material remuneration, gifts or services for actions (inaction) in favour of the persons who provided them, if such actions fall within the official powers of the persons concerned.
Citizens usually understand the term “bribe” as only the handing over of money in order to gain an advantage, to have a service processed quickly out of turn, or even without checking the relevant documents.
However, even material gifts (flowers, chocolate and so on) are also considered bribes. The extent of the bribe-giver’s liability will depend on their value.
According to Article 676 of the Code of Administrative Offences of the Republic of Kazakhstan, any gifts, benefits and even services will be considered illegal material remuneration (a bribe).
At the same time, the note to Article 367 of the Criminal Code of the Republic of Kazakhstan states that gifts worth no more than 2 MCI (7,384 tenge for the current year) do not entail criminal liability.
The need to build an anti-corruption culture among the staff and the staff’s zero tolerance for corruption was emphasised.
According to subparagraph 4) of Article 1 of the Law “On Combating Corruption” (hereinafter – the Law), a person performing managerial functions in a quasi-public sector entity is among the persons equated to persons authorised to perform state functions.
