On 16 December 1991, by Resolution No. 1008-XII of the Supreme Council of the Republic of Kazakhstan, the constitutional law “On the State Independence of the Republic of Kazakhstan” was adopted.

The preamble of the Law states: “The Supreme Council of the Republic of Kazakhstan, expressing the will of the people of Kazakhstan, recognising the priority of the rights and freedoms of the individual enshrined in the Universal Declaration of Human Rights and other generally recognised norms of international law, affirming the right of the Kazakh nation to self-determination, proceeding from the determination to create a civil society and a state governed by the rule of law, pursuing a peaceful foreign policy, and declaring its commitment to the principle of nuclear non-proliferation and the disarmament process, solemnly proclaims the state Independence of the Republic of Kazakhstan.”

In accordance with the Law, “The Republic of Kazakhstan is an independent, democratic state governed by the rule of law. It has full power on its territory and independently determines and pursues its domestic and foreign policy.” Article 1. “The Republic of Kazakhstan builds its relations with all states on the principles of international law.”

On 29 September 2022, the President of Kazakhstan Kassym-Jomart Tokayev signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Cinematography, Culture and Holidays”, under which Independence Day, 16 December, was established as a public holiday.

The speaker noted the great importance of the holiday for the citizens of Kazakhstan, as it symbolises events that were of special historical significance and had a major impact on the development of Kazakhstan’s independence.

National sovereignty and the patriotism of every citizen are the foundation of statehood and national identity. Awareness of these facts should promote respect for the law and the prevention of corruption and conflicts of interest in the partnership.

In addition, the main provisions of the Law of the Republic of Kazakhstan “On Combating Corruption” were explained.
