Rules for Conducting the Republican Creative Competition “National Values: The Mysterious Image of Tradition” among Professional Artists<\/b><\/div>\n
Chapter 1. General Provisions<\/b><\/div>\n
    \n
  1. \n
    These Rules for conducting the Republican creative competition “National Values:<\/span> The Mysterious Image of Tradition” (hereinafter referred to as the Rules) among artists are developed in accordance with sub-clauses 9) and 12) of Article 7 of the Law of the Republic of Kazakhstan “On Culture”,<\/span> paragraph 6 of the Standard Rules for Holding Republican Competitions and Festivals,<\/span> approved by the Order of the Minister of Culture of the Republic of Kazakhstan dated March 31, 2011 No. 56 (registered in the Register of State Registration of Regulatory Legal Acts No. 6923) and regulate the procedure for its conduct.<\/div>\n<\/li>\n
  2. \n
    The Organizer of the Republican creative competition “National Values: The Mysterious Image of Tradition” (hereinafter referred to as the Competition) is the Ministry of Culture and Information of the Republic of Kazakhstan.<\/div>\n<\/li>\n
  3. \n
    The Competition is held among professional artists.<\/div>\n<\/li>\n<\/ol>\n
    Chapter 2. Goals and Objectives of the Competition<\/b><\/div>\n
      \n
    1. \n
      The goal of the competition is to popularize national values and cultural objects through visual arts, as well as to support the creativity of domestic artists and to foster a patriotic spirit and national identity. The objectives of the competition are:<\/div>\n<\/li>\n<\/ol>\n
        \n
      1. \n
        popularization of the national values of the Kazakh people and cultural objects;<\/div>\n<\/li>\n
      2. \n
        providing an opportunity for artists to demonstrate their unique style and creativity while preserving national ideas in the creation of artistic images;<\/div>\n<\/li>\n
      3. \n
        developing a sense of patriotism, shaping national identity, and consolidating Kazakhstani society;<\/div>\n<\/li>\n
      4. \n
        creating an active art platform for holding creative discussions aimed at introducing the younger generation to national values, forming a respectful attitude towards historical and cultural heritage, and generating a new visualization of artistic images of traditional folk culture.<\/div>\n<\/li>\n<\/ol>\n
        Chapter 3. Procedure for Conducting the Competition<\/b><\/div>\n
          \n
        1. \n
          The dates of the Competition are from December 9, 2024, to February 28, 2025.<\/div>\n<\/li>\n
        2. \n
          The Rules of the Competition are published on the internet resources of the Ministry of Culture and Information of the Republic of Kazakhstan, the National Museum of the Republic of Kazakhstan, the Palace of Peace and Reconciliation, the culture departments of the regions and the cities of Astana, Almaty, and Shymkent, as well as in republican and local mass media.<\/div>\n<\/li>\n
        3. \n
          Stages of the Competition:<\/div>\n<\/li>\n<\/ol>\n
            \n
          • \n
            announcement of the competition through republican mass media, etc.: December 9, 2024;<\/div>\n<\/li>\n
          • \n
            collection and review of competition applications and acceptance of creative works for participation in the Competition: from February 8 to 24, 2025;<\/div>\n<\/li>\n
          • \n
            selection of creative works: from February 25 to 28, 2025;<\/div>\n<\/li>\n
          • \n
            award ceremony for the winners and opening of the exhibition of selected creative works: March 12, 2025.<\/div>\n<\/li>\n<\/ul>\n
              \n
            1. \n
              To participate in the Competition, the participant submits an application to the Organizing Committee (hereinafter referred to as the Organizing Committee) in the form according to Appendix 2 to these Rules to the email address: ulttyk_muzei@mail.ru.<\/div>\n<\/li>\n
            2. \n
              In case the participant provides incomplete information according to the form in Appendix 2 to these Rules, the application will not be considered and is not subject to return.<\/div>\n<\/li>\n
            3. \n
              Conditions of the Competition:<\/div>\n<\/li>\n<\/ol>\n
                \n
              1. \n
                only professional artists are invited to participate;<\/div>\n<\/li>\n
              2. \n
                the size of the creative work is at least 80 x 60 cm;<\/div>\n<\/li>\n
              3. \n
                materials: canvas, oil, or acrylic;<\/div>\n<\/li>\n
              4. \n
                attached to the creative work: a brief annotation, 1 photograph of the artwork in pdf\/jpeg format sized 10 x 15 cm;<\/div>\n<\/li>\n
              5. \n
                the creative work must be framed and signed by the author;<\/div>\n<\/li>\n
              6. \n
                the selection includes age restrictions starting from 21 years old.<\/div>\n<\/li>\n<\/ol>\n
                  \n
                1. \n
                  The main thematic direction for the Competition of creative works (in the genres: landscape, still life, narrative painting): traditional cultural values of the Kazakh people.<\/div>\n<\/li>\n
                2. \n
                  When choosing the main thematic direction of the competition, the participant must proceed from the table according to Appendix 1 to these Rules.<\/div>\n<\/li>\n
                3. \n
                  When creating creative works, the Competition participant is guided by the main thematic directions of the competition specified in paragraph 11 of these Rules, as well as Appendix 1 to these Rules.<\/div>\n<\/li>\n
                4. \n
                  The Competition participant, within the timeframes specified in sub-clause 2) of paragraph 7 of these Rules, must submit the original creative work to the following address: 54 Tauelsizdik Ave., Astana, National Museum of the Republic of Kazakhstan.<\/div>\n<\/li>\n
                5. \n
                  Previously unpublished and unrealized creative works (projects) are admitted to the Competition; also, one project and one application are accepted from a single author.<\/div>\n<\/li>\n
                6. \n
                  The selection of creative works is carried out by the members of the Commission, composed according to Appendix 3 to these Rules, in an offline format at the National Museum of the Republic of Kazakhstan.<\/div>\n<\/li>\n
                7. \n
                  Criteria for selecting the participants’ creative works:<\/div>\n<\/li>\n<\/ol>\n
                    \n
                  1. \n
                    a high level of mastery of professional, technical, and academic skills in visual arts techniques;<\/div>\n<\/li>\n
                  2. \n
                    a high performing and creative level of the competition artwork;<\/div>\n<\/li>\n
                  3. \n
                    the presence of a high artistic component in the competition artwork;<\/div>\n<\/li>\n
                  4. \n
                    aesthetic appearance of the creative works.<\/div>\n<\/li>\n<\/ol>\n
                      \n
                    1. \n
                      The winners of the Competition are selected by the members of the Commission based on the conditions of the Regulation and the creativity of the artworks created by the participants.<\/div>\n<\/li>\n
                    2. \n
                      Following the results of the Competition, an exhibition will be organized at the Palace of Peace and Reconciliation, and a Catalog will be published featuring the selected creative works of the participants.<\/div>\n<\/li>\n
                    3. \n
                      Following the results of the Competition, the selected creative works of the participants will be transferred to the collection of the National Museum of the Republic of Kazakhstan for permanent storage.<\/div>\n<\/li>\n
                    4. \n
                      The award ceremony for the winners and the opening of the exhibition of selected creative works will take place at the Palace of Peace and Reconciliation on March 12, 2025, in an offline format.<\/div>\n<\/li>\n
                    5. \n
                      Awarding of winners:<\/div>\n<\/li>\n<\/ol>\n
                        \n
                      1. \n
                        the winners of the Competition are solemnly awarded a diploma and a monetary reward;<\/div>\n<\/li>\n
                      2. \n
                        participants of the Competition are awarded a certificate.<\/div>\n<\/li>\n<\/ol>\n
                        Chapter 4. Organizing Committee<\/b><\/div>\n
                          \n
                        1. \n
                          To organize and conduct the Competition, an Organizing Committee is established with a composition according to Appendix 4 to these Rules.<\/div>\n<\/li>\n
                        2. \n
                          The Organizing Committee manages the preparatory and organizational work of the Competition.<\/div>\n<\/li>\n
                        3. \n
                          To cover the work of the Competition, the Organizing Committee provides mass media with press releases, the Competition program, and other informational and reference materials.<\/div>\n<\/li>\n
                        4. \n
                          Members of the Organizing Committee perform their functions on a voluntary basis.<\/div>\n<\/li>\n<\/ol>\n
                          Chapter 5. Jury of the Competition<\/b><\/div>\n
                            \n
                          1. \n
                            The Commission of the Republican creative competition “National Values: The Mysterious Image of Tradition” (hereinafter referred to as the Competition Jury) reviews, evaluates, sums up the results, and makes decisions on awarding prizes in the nominations specified in paragraph 22 of these Rules.<\/div>\n<\/li>\n
                          2. \n
                            The Competition Jury evaluates the competition applications and creative works based on the criteria specified in paragraphs 14, 15, and 16 of these Rules.<\/div>\n<\/li>\n
                          3. \n
                            The Jury reserves the right to:<\/div>\n<\/li>\n<\/ol>\n
                              \n
                            1. \n
                              award prizes and distribute prizes among the participants;<\/div>\n<\/li>\n
                            2. \n
                              award special prizes and nominations.<\/div>\n<\/li>\n<\/ol>\n
                                \n
                              1. \n
                                The Competition Jury makes decisions by open voting with a majority of votes, which is formalized by a protocol and signed by the chairman and all members of the jury.<\/div>\n<\/li>\n
                              2. \n
                                The decision of the Competition Jury on awarding prizes is announced at the opening ceremony of the exhibition results, is final, and is not subject to revision.<\/div>\n<\/li>\n
                              3. \n
                                Venue for the Competition Jury meeting: Republican State Enterprise “National Museum of the Republic of Kazakhstan” of the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan.<\/div>\n<\/li>\n<\/ol>\n
                                Chapter 6. Financing of the Competition<\/b><\/div>\n
                                  \n
                                1. \n
                                  Financing of the Competition is carried out at the expense of funds provided under sub-program 107 “Ensuring the Preservation of Historical and Cultural Heritage” of the republican budget program 033 “Improving Competitiveness in the Field of Culture and Art, Preservation, Study, and Promotion of the Kazakh Cultural Heritage, and Increasing the Efficiency of Archival Affairs Implementation”.<\/div>\n<\/li>\n
                                2. \n
                                  Based on the thematic directions of the Competition, the following monetary prizes are established for participants whose works have been selected: Artworks: easel painting in the genres of landscape, still life, and narrative painting on the theme of traditional games, holidays, customs, and Kazakh everyday life:<\/div>\n<\/li>\n<\/ol>\n
                                    \n
                                  • \n
                                    Grand Prix \u2013 2,000,000 (two million) tenge;<\/div>\n<\/li>\n
                                  • \n
                                    1st place \u2013 1,500,000 (one million five hundred thousand) tenge;<\/div>\n<\/li>\n
                                  • \n
                                    2nd place \u2013 1,000,000 (one million) tenge;<\/div>\n<\/li>\n
                                  • \n
                                    3rd place \u2013 700,000 (seven hundred thousand) tenge;<\/div>\n<\/li>\n
                                  • \n
                                    Consolation monetary prize \u2013 100,000 (one hundred thousand) tenge.<\/div>\n<\/li>\n<\/ul>\n
                                      \n
                                    1. \n
                                      All monetary prizes are calculated inclusive of the individual income tax.<\/div>\n<\/li>\n<\/ol>\n
                                      Chapter 7. Final Provisions<\/b><\/div>\n
                                        \n
                                      1. \n
                                        All issues not regulated by these Rules are resolved in accordance with the current legislation of the Republic of Kazakhstan.<\/div>\n<\/li>\n<\/ol>\n
                                        Appendix 1<\/b> to the Rules for Organizing and Conducting the Republican Creative Competition “National Values: The Mysterious Image of Tradition”<\/div>\n
                                        AUDIENCE<\/b> (from 21 years old)<\/div>\n
                                        THEME | CRITERIA<\/b> Artists possessing a professional higher education and a high level of mastery, whose creative activity is carried out regularly and recognized by the expert community. | The narrative basis of the creative works must contain a figurative interpretation of the spiritual identity and uniqueness of the Kazakh people, reflecting its mental characteristics, traditions, customs, as well as cultural and national values. The technical basis of the creative works must be executed within the framework of searching for new methods and techniques for depicting traditional cultural values.<\/div>\n
                                        Several criteria are important for creating creative works, which will help convey the essence of the Competition’s concept:<\/div>\n
                                          \n
                                        1. \n
                                          Compliance with traditions.<\/b> The painting must reflect elements related to Kazakh culture and traditions. This can include images of national costumes, traditional dishes, rituals, or symbols of spring and renewal, such as blooming plants, water, fire, etc.<\/div>\n<\/li>\n
                                        2. \n
                                          Mood and harmony.<\/b> The painting should convey an atmosphere of joy, fun, mutual understanding, and unity, which is especially important for depicting traditional family and public events.<\/div>\n<\/li>\n
                                        3. \n
                                          Connection with nature.<\/b> Since Kazakh culture was formed on the basis of a nomadic civilization, it is directly connected to the Great Steppe, nature, and the seasons. The paintings can depict the steppe, its appearance in different periods, the awakening of nature \u2014 blooming fields, new sprouts, fresh greenery. Nature in the paintings must be bright and filled with life.<\/div>\n<\/li>\n
                                        4. \n
                                          Symbolism.<\/b> National traditions are associated with various symbols: sun, water, green plants, animals, symbols of luck and abundance. These elements can be used to create deep meaning and a connection with the holiday.<\/div>\n<\/li>\n
                                        5. \n
                                          Spirituality and features of rituals.<\/b> Spiritual rituals occupy a special place in the culture and philosophy of the Kazakhs. The paintings may feature symbolic rituals, for example, various rites associated with birth, coming of age, rites associated with the arrival of a season, or the “Bata” blessing.<\/div>\n<\/li>\n
                                        6. \n
                                          Culture and identity.<\/b> It is important to show national and cultural identity, depicting not only people but also elements of Kazakh culture: traditional musical instruments, jewelry, arts and crafts objects, a yurt, and other objects that will help create an original plot for the painting.<\/div>\n<\/li>\n
                                        7. \n
                                          Color palette.<\/b> Bright, saturated colors are an important component of the traditional Kazakh culture. Green, yellow, red, and blue colors are often associated with life, prosperity, and joy. The painting must be bright and lively.<\/div>\n<\/li>\n
                                        8. \n
                                          Family and society.<\/b> The institution of the family is an important element of Kazakh life. Depicting people gathered together at the table or in honor of a joyful event, playing and dancing, reflects the idea of unity and community, which is an integral part of national values.<\/div>\n<\/li>\n<\/ol>\n
